HAROPA PORT is one of the most important points of entry and exit for France and the European Union. Each link in the port and logistics chain is covered by application of traceability to all transit operations.it.

HAROPA PORT constantly redefines strategic zones and procedures in its port security programmes in order to maintain an optimum level of security across the entire logistics chain.

Involvement of all stakeholders

A port is an important entry and exit point for the country. This means that security there must be considered holistically in conjunction with all stakeholders given that every link has a key role to play in the goods supply chain, whether at sea or on land.

At the ports of Le Havre and Rouen, every department is involved. This has enabled HAROPA PORT to become the only European port to be awarded ISO 28000 certification and only the second port worldwide.
This certification means that security is managed holistically and based on continuous improvement for the benefit of our customers and partners.

What is the ISO 28 000 standard?

ISO 28 000 is one of a series of ISO quality standards that relate to procurement chain security. It embodies an approach that results in a uniform level of security for the entire logistics chain. Its objectives:

  • To organise a supply chain security management system.
  • To permit constant assessment of risks.
  • To ensure compliance with international regulations.
  • HAROPA PORT | Le Havre is the first port authority in Europe and only the second worldwide to achieve certification to ISO 28000 (2010) standard:
    • ISO 28 000 (2010) certification, renewed in 2022,
    • Security Department (140 sworn officers),
    • 17 reinforced security zones,
    • C.S.I (Container Security Initiative) approval.
       
  • Port facilities in Le Havre and Rouen are compliant with the ISPS code (International Ship and Port facility Security).

A large number of operators in the HAROPA PORT logistics chain have AEO (Authorised Economic Operator) status.

Le Havre’s security and business continuity centre

Based as close as possible to Le Havre port operations, this centre has the following duties:

  • To ensure the regulatory compliance of the port of Le Havre with the various applicable texts, the ISPS code in particular.
  • To coordinate and monitor the activities of port security officers through working groups and the Security Masterplan.
  • To guide the activities of the port’s various operational departments with regard to security in order to guarantee a high-quality service for you.

Le Havre’s integrated port security department (SISP)

The SISP in the port of Le Havre is unique in France. It is staffed by 140 armed officers who are sworn in. This department carries out its assigned tasks under a protocol for coordinated action with central government departments signed in 2009 by the Prefect for the Upper Normandy region, the Public Prosecutor attached to the High Court (TGI) and the port authority.

The SISP was set up over 70 years ago and contributes actively to security in the port area for the benefit of its facilities and customers.

It provides active surveillance across the port security zone, which covers 77,800 hectares, including 10,812 hectares on land, and around 1,140 premises located in the port industrial complex.

Certifications

  • ISO 28000: The first port in Europe and the second worldwide to be awarded this certificate: obtained in 2010, confirmed in 2012-2014, confirmed again in 2015-2017 and 2018-2021 and renewed in 2022.
  • ISO 9001: covers ship reception operations, port area reception and management of rail and road services: obtained in 2014-2017, confirmed in 2017–2020 and renewed for 2020–2023.
  • PERS – Port Environmental Review System: 2015-2017 / 2018-2020.
  • ISO 14001 for environmental management, obtained in 2021.
